All accredited engineering departments at universities throughout the U.S. and in selected schools throughout Canada and Mexico received a notice of public interest (NOPI). More than 400 schools received the official request for proposal. Proposals were evaluated based on vehicle design concept, program description, facilities, financial plans, and previous experience.
